Acompany’s Takenouchi Gives Presentation on Confidential Computing at OECD DFFT Expert Workshop Held in Ottawa, Canada on June 16
Takao Takenouchi, Executive Officer and VP of Public Affairs at Acompany Co., Ltd. (Acompany, headquartered in Nishi-ku, Nagoya City, Aichi Prefecture, CEO Ryosuke Takahashi; hereinafter referred to as Acompany), attended the OECD DFFT Expert Workshop OECD Expert Workshop on PETs and AI held on June 16th, 2025. The event was co-hosted by the Canadian Ministry of Innovation, Science and Economic Development and Japan’s Digital Agency under the auspices of the Organisation for Economic Co-operation and Development (OECD).
At this workshop, international policies promoting the use of PETs, particularly in AI applications, for the realization of DFFT (Data Free Flow with Trust) were discussed.
Takenouchi gave a presentation themed Building Verifiable Trust in DFFT through PETs – Introducing Use Cases Utilizing Trusted Execution Environments, in which he introduced use cases of Confidential Computing using Trusted Execution Environments (TEEs), a form of PET that has been gaining attention in recent years. In addition, Takenouchi serves as an expert member on PETs in the OECD DFFT discussions and plans to continue contributing to these discussions going forward.

DFFT refers to the concept of promoting the international free flow of data without regard to national borders, while ensuring trust in terms of privacy, security, and intellectual property rights, in order to enable the use of data beneficial to business and solving social issues.
At the expert workshop, Takenouchi explained that trust can be divided into implicit trust and explicit trust, and that PETs can technically enhance verifiability to realize the latter. He introduced Confidential Computing, a type of PET using TEE, and presented several use cases.

Comment from OECD DFFT Secretariat Director Maiko Meguro

DFFT is a principle proposed by former Prime Minister Shinzo Abe in 2019.
At the G7 Hiroshima Summit in May 2023, the G7 countries agreed to establish a permanent international mechanism to operationalize DFFT.
In the same year, it was decided that the Secretariat would be hosted by the OECD. Under the Secretariat, multiple working groups were established, and discussions are being advanced with input from experts.
As an expert on PETs, Takenouchi gave a presentation on use cases, which was extremely informative.
We hope to continue receiving contributions from a variety of experts in order to advance discussions on DFFT and work toward concrete problem-solving.
What is Confidential Computing?
Confidential Computing is a technology that allows data to be computed while remaining encrypted.
It is also referred to as secure computation or TEE, and it is a technology that provides not only confidentiality of data, but also integrity - the ability to verify that the executed code matches what was disclosed in advance.
In Japan, practical use cases of Confidential Computing are being highlighted as essential technologies for the government cloud.
Internationally, companies such as Apple and Google have already announced their use, and adoption is expanding globally across a wide range of fields, including the U.S. Navy and Army.
